The Vermont Housing & Conservation Board’s (VHCB) work sits at the intersection of housing and conservation, and its website has to carry that mission with clarity. As one of their most important public tools, it serves partners and applicants, legislators, and the general public, while needing to meet strict expectations for transparency, usability, and accessibility.

The organization’s previous site was last redesigned in 2017, and it has expanded significantly since then. The challenge was not just visual. It was structural. VHCB needed clearer navigation, cleaner organization of complex resources, and an architecture that could grow as programs evolve.
VHCB also serves audiences with very different intentions. Some visitors are learning what VHCB does and why it matters. Others need quick access to applications, meeting schedules, and funding awards. The redesigned site needed to support all of them, with equal priority.

We led a phased, collaborative rebuild rooted in stakeholder input, clear information architecture, and long-term governance. We began with onboarding and interviews, then moved into sitemaps and wireframes that clarified audience pathways and reduced friction. Design followed function, with improved typography and templates built for clarity and repeatable publishing.
On the technical side, we rebuilt the site in WordPress using a visual page-building framework so staff can add pages and update layouts without bottlenecks.
